The Senate passed a changed version of a bill approved by the House last week, so the House will now have to concur with the changed version before it could become law.
The series of bills appropriates portions of the state's general fund to build new prisons, fund programs for children and small business loan programs.
Committee members added an amendment to the bill that includes alcohol to the bill's language allowing beer and wine to be sold in drive-throughs and walk-up windows.
